Why do you have little to say regarding the ACP's death? Is is that you prefer to keep your views on this private? The circumstances surrounding his death are just too suspicious to have been coincidences. Daal mein zaroor kuch kaala hain.

ACP Bhat has his own network of informants. The SOP is not share your informants. This creates some issues now and then but in most cases it actually helps keep sources separated.
Everything currently points towards the possibility that ACP Bhat had gone there to meet an informant. Only ACP Bhat would have exact knowledge of his identity. If that can be established beyond reasonable doubt, then the ACP died in the line of duty and his sacrifice will be recognized at the appropriate place and time.
In the past police officers have committed suicide by eating their gun. There is only one case I know of a police officer committing suicide by jumping in front of a train. That is the case of Ajit Singh Sandhu, an officer of the Punjab Police, the SSP of Tarn Taran. SSP Sandhu was a decorated officer who was pursued by human rights groups for allegedly violating the rights of TADA detenues during the dark years. When SSP Sandhu killed himself he left a long letter detailing the sins of human rights groups and why precisely he felt that the human rights groups were not going to lead to a lasting peace in Punjab.
The only other police officer in my recollection who died on the rail tracks recently was an IB officer pushed from a train. He was transporting sensitive documents and the case is still under investigation.
Accident or murder is difficult in cases like this is difficult to establish, but it was not suicide.
